I found a theme I want to implement but I don't know how to get it to work. Can anyone offer some help?

You either have to set each bit individually, or find a theme packaging tool most likely.

Maybe I just downloaded a different file than what you're referring to. What I got was just a file holding a bunch of icons and such. To be honest I just want the custom sounds, though.

If you can install it, you can customize it afterwards (choosing just to use the sounds).

Yeah, the folder contains everything you need to make the custom theme yourself. I know that the windows 7 microsoft themes come in something called .themepack which is just a double click install.
